Bulk fade beginning of regions?

I'm confused - I can select all tracks and fade them all out by dragging the fade tool over one region.  However to create a fade-in, often it will only fade in the track I'm dragging over, even though they are all selected.  Sometimes it works, but mostly not.  What gives?  Thanks much!!
