Trouble with I cloud storage on a new phone

I have a new iPhone 8. Transferred over from 6s, not all pics videos etc have come over, and it’s saying I need to upgrade my iCloud storage even though I have only used 1 % of it.. I even bought more iCloud storage 200 and still it’s saying I am low on iCloud.. please help many thanks in advance

How much free space do you have on the phone? Were you syncing photos using iCloud Photo Library? Have you checked the Photos app and at iCloud.com/Photos for a Recently Deleted album?
