I cant download iOS 11on my iPad. My iPad state...

It would help a lot if we knew what model iPad you had. A 4th generation or earlier iPad, or a 1st generation iPad mini cannot run iOS 11.

Do you have one of these iPad models? If not, you cannot run iOS 11.

What model number do you have in Settings->General->About->Model, that will let us know exactly what iPad you have, and whether it can run iOS 11 or not.
