Why don't I have App Specific Password as an op...

There is no section that is labeled "App Specific Password" anywhere on the AppleID page. I've clicked "Edit" under the security section and don't get this option. Why not?

Have you turned on 2 Factor Authentication or 2 Step Verification?

There won't be an option for an App specific passwords until one of those is set up.

From the Support document you came from:

To generate and use app-specific passwords, your Apple ID must be protected with two-factor authentication.

If you don’t have devices that can be updated to iOS 9 or OS X El Capitan, you can set up two-step verification and generate app-specific passwords.
