iTunes restricted content

I can't turn on explicit content on iTunes, neither from iPhone or PC, i'm trying different combinations with country and checkings like turn on/off and nothing changes, explicit content is hidden anyway. My region is Belarus, when I change to Russia suddenly I CAN see explicit content, but can't buy(of course) it. I'm 19 now, maybe by iTunes data even older, and this problem with me already like 5 years.

Oh yeah and I can't even contact support from here, the closest one geographically and by language (Russia) only provides phone calls. Great expirience

Are you sure that explicit content is available in Belarus, does Belarus allow explicit content ? A quick search (via a browser, so not using any iTunes settings) for one particular artist only finds his clean songs/albums in the Belarus store, the explicit versions aren't there (but are in the US store).

Oh that's the problem, our government tricks again, that explains a lot, thank you, now I feel better that i can't change a thing. Same experience I had with paypal here, it's ok than
