How do I get my purchased ringtones back after I have upgraded my phone

You should be storing them on your computer.  Just sync them back your iphone

I attempted to backup my ringtones to my computer, but some of them won't backup. How do I get these ringtones back without having to purchase them again?

You don't back them up to the computer, you transfer the purchase from your iPhone to your iTunes library. Once in the library, you can then sync them to your devices.

How do I do that? I thought I had backed it up to iCloud, but it's not showing up in my iTunes.

Backing up to iCloud does not put anything in your iTunes library. I can only describe steps for iTunes in Windows. You go to Account, and Check for Available Downloads. When the iPhone is connected to the computer and iTunes, you have the option to transfer purchases. That will put any ringtones that you have purchased on the phone into the Tones folder in iTunes.

They are stored on my computer and I have tried and tried syncing.  It's not restoring them.
