How to get my apps transfer from iPhone to iPad?

Hello,

I've googled left and right and still cannot find the answers I'm looking for.  I have an app on my phone that my daughter wanted on her new iPad 9.7inch (both are under my same Apple ID).  I know the instructions said to look for the app store, then purchases and look for it, and click the cloud.  The problem is that there isn't a cloud icon for the app she specifically wanted and yet, I have it on my phone.  How do I get it downloaded on her iPad when it doesn't have it under my purchases.  I really wish Apple did not removed the app from iTunes, it was so convenient, and now it's a headache without it.     I truly appreciate any help anyone can give me. Thank you so much for your time.

It isn't possible to redownload pulled content, or transfer applications from a device running iOS 9 or newer to anywhere else. Ask its developer why it was removed.

Okay, stupid question: How do I know or how do I find out whether if the apps are old or compatible with newer iOS or so.  Not sure if my question made sense.
