Unable to click on menubar or links in Safari s...

This problem happens infrequently, but it does recur, hence my query today.  I see the problem appear out of the blue every couple months when using my late 2015 5K iMac, which currently runs MacOS Sierra (Sierra, not High Sierra).

 

When the problem happens, clicking the menubar does nothing.  CMD-Tab app-switching still works, but clicking on hyperlinks and buttons in Safari does nothing.  I can launch apps such as TextEdit and even create new documents and type, but again, I cannot gain access to the menubar at all. Opt-CMD-ESC allows me to ForceQuit apps, but I cannot close the dialog or even click the button in the dialog.  I can hit return to effectively "click" the button, however.

 

When this strange problem happens, quitting all open apps and relaunching the Finder does NOT fix the problem.  So I am forced to hold down the power button on my iMac until it shuts off, then reboot.  When I boot to the desktop, all is well.  And again, it usually stays well for a very long time.  But eventually, like I said, every couple months or so, the problem comes back.
