can I talk to someone?

I do not know why my iPad mini is not on find my iPhone

 

did someone steal it and then delete find my iPhone?

No. You cannot turn off the Find My Device feature without entering the Apple ID password. And of course, no one knows your Apple ID password, right?

 

If it does not appear on your list of devices, that suggests it either does not have the Find My Device turned on, or it is signed in with a different Apple ID.

I never complain about a problem unless I'm prepared to offer a solution at the same time.

I believe you're referring to two factor authentication. It is not designed to secure your device. It's designed to secure your Apple ID. The passcode you have on your device secures the device. It's actually very good security.
