System Preference stuck in iCloud Window

I am having problems with System Preference window stuck in iCloud. For years I have been getting the System Preference Window default as shown below:

However, now all of the sudden System Preference is stuck in the iCloud Window shown next:

I am using MacOS Sierra 10.12.6 and MacBook Pro.  I can get the System Preference window previously "DEFAULT" by going to View and Show All Preference but this is a  burden. I do not want to have to do this everytime as I do not use or want to use iCloud in MacBook.

Please advise me how can I get rid of the stuck iCloud window and get the System Preference Default window in place. Also, if I need to change Sierra to another type please let me know how to access the recent software.

Just a wild guess, but it looks like iCloud is waiting for you to finish the set-up for two-factor authentication. That's probably the reason why this window opens first.
