IOS 11 DO NOT DISTURB

DO NOT DISTURB in IOS 11 is unreliable. I find that some calls do go even when the do not disturb is activated. For example, I created user groups in Apple iCloud contacts and I use them in my iPhone. I therefore select a certain group to be accepted and the rest, including the 087 and hidden numbers should not be allowed. I have also switched off the repeat calls to avoid someone going through if he or she repeats a call within three minutes.

Occasionally, some disallowed calls do go through, and I find this disturbing. This has started since IOS 11 with the DO NOT DISTURB WHILE Driving activated or not. I have an iPhone 7 Plus. I have updated to IOS 11.0.3. Do anyone know what could be the problem? Is there a solution?
