CPU not using full capacity

I have a 27inch iMac with:

Name Intel Core i7-4771

Topology 1 Processor, 4 Cores, 8 Threads

Identifier GenuineIntel Family 6 Model 60 Stepping 3

Base Frequency 3.50 GHz

When starting up my mac runs very slow and takes between 5-10 mins to fully load Suitcase Fusion, emails and Indesign CS6. However, when I watch Activity Monitor it barely moves above 5% usage at any time and the major of the start up time Fusion and Indesign are a red colour and 'not responding.

I've upgraded to High Sierra which has cause a multitude of filing problems but I've had this slowness issue for a number of OS upgrades. I've also set up a new User account and re-installed the system to try to resolve this slowness.
