How to resume iCloud Photo Library without uplo...

I accidentially turned off icloud photo library on iphone. Photos all kept in iCloud but then when I tried to return on the Library, it repeatedly told me not enough space and all photos on my iPhone should be uploaded again (I kept all the original photos on my iPhone)... so now, I can't upload the new photos onto the iCloud library but dare not to disable and delete the iCloud library on my iPhone, could anyone please help to let me know how can I do now?

Do not turn it off again, but leave it plugged in and connected to wifi.  Consider using a third-party application to remove duplicates.

You may need to upgrade your iCloud storage for one month for the photos to sync. When you resume syncing like you did, the sync 'assumes' it is going to have to upload the entire Library and 'needs' enough iCloud storage space to do a full upload. As the sync progresses, it checks for duplicates, so unless an oops happens, you shouldn't have any duplicates when the sync is completed.
