I found a iPad in the trash and I need a activation key. I don’t know the owner 

Nothing. There is absolutely no way of bypassing that lock. Only the person who set it can unlock it.

Turn it into the police.

At the very least, don’t just drop it back into the trash. Drop it off at an electronics recycling center (BestBuy, Apple for example). No electronics nor any lithium battery should ever go in the trash.  They need to be properly recycled.
