Turn off activity tracking while driving

I have an iPhone 7 and an Apple Watch 3.

 

When I drive, it counts steps and I don't want it to do that.

 

So I do the following to turn off tracking while I am driving:

 

Turn off location tracking (Settings > Privacy > Location Services - switch to Off)

Turn off Activity Tracking (Settings > Privacy > Motion & Fitness > Fitness Tracking - switch to Off)

Turn off Apple Watch Activity Tracking (Watch > Privacy > Fitness Tracking - switch to Off)

 

And great, it doesn't track my steps while driving!

 

Now the problem...

 

So lets say I have 500 steps logged, and it shows 500 on both the phone and the watch.

I do the above to turn off tracking, and go for a spin in the car.

Arrive at my destination, and look at my watch and phone... great... 500 steps. So far so good.

Now, I turn location services and tracking back on, still haven't moved....and bam.... now I have 750 steps.

 

What gives?
