a small speck under the glass of the screen

Hi I have had my iPad 3 exactly 8 weeks. Today I noticed a small speck under the glass of the screen. It is not a dead pixel as its still there when iPad switched off. So think its a dust particle.

Should this happen to an iPad so new?

Is it a defect ?

Should I consider returning it for replacement?

If you are taking about iPad 3rd Generation, then the original sale of that model ended in late 2012. There are many being sold as refurbished misleadingly described as iPad 3 (to identify the iPad, look for the model number in microscopic print on the rear of the iPad. It will be be A1416, A1430 or A1403 for 3rd gen iPad).

It sounds like your unit was refurbished in a non dust-free environment. I'd certainly seek redress from whoever sold it to you (and if they did not make it clear that it is a refurbished unit, you'd have a claim there as well).
