Unable to add credit card after restore

After restoring and updating to iOS 11.0.2 (using iPhone 8 Plus), I cannot add the same credit card used previously for Apple Pay. Have read all Apple support on how to remove and set up the card but no luck. I cannot get passed the error “contact your card issuer for more information”. I have tried this in wallet and the passcode workaround. Is anyone else having this problem? I’m not looking to replacing my new phone out of the box to fix this issue as mention in previous firmwares of the like.
