How do I turn on Compact Voice?

I have a MacBook Air, with MacOS Sierra Version 10.12.6.

I am trying to change the settings so that the VoiceOver voice is a Compact UK Daniel Voice, but it doesn't seem to work.

I have gone into VoiceOver Utility and changed the settings, but that still doesn't do anything.
