Is there a way to transfer an app, which is no longer available at the App Store, to another iPad?
If it’s only on the first iPad and it’s running iOS 9 or newer, no.
If it’s on a device running an older iOS version, use the Transfer Purchases function in iTunes and see below.
If it’s in a computer’s iTunes library, sync it to the iPad. For iTunes 12.7, this is done by locating the ipa file on the computer and dragging it there.
