mac fan

My Mac desktop fan runs all the time.  I tried shutting it down and unplugging it - waiting 15 seconds and restarting - this is not working.  Does anyone have a solution to reset the fan setting?

It's normal for the fans to run continuously in order to keep the computer cool.
