iCloud Drive files not showing on File App

After a backup restore on my iPhone 6s (11.0.3) i can no longer see any files in my File App. The files are regularly showing up on my iPad Mini4 though (same iOS version).

I guess this has something to do with cryptography, because in "System Preferences > Apple ID > iCloud > Storage > iCloud Drive" i get "Encrypted folder" and "Encrypted file" instead of every folder and files in the Drive. Please check out the attached screenshots.

I already tried to disable and then enable iCloudDrive, log out and the in again in my Apple Account, change password to force re-connection, but still no files in the File App.
