Getting "This action cannot be completed." iTun...

I am having logon issues with iTunes with 12.6.2 and 12.6.3. My AppleID works on iCloud (web), iPhone and iPad. I staying away from iTunes 12.7 due the missing app section. 

In High Sierra (updated with Supplementary update), the iBooks kept getting "This action cannot be completed. Try again."  The same error for the iTunes 12.6.2 or 12.6.3.

What the heck is 'this action cannot be completed.' error??????

I knew my password is correct otherwise, I will not be able to logon from other devices and purchase Apps!!! This latest iTunes 12.7 updates with remove of the app section is nothing but inconvenience.

Anyone do share if you have a workaround for this. Password reset will be the last resort and really not sure if it will resolve the problem.
