Apple Watch struggling to set alarm

My watch used to quickly and reliably understand spoken directions to set an alarm. In the past month or so, though, it has repeatedly failed to understand spoken directions to set an alarm.  For example, I'll say "Set an alarm for 7:00 a.m." and it often responded with a text on the watch saying "Hang on" or "I'll tap when I'm ready." Sometimes, after a pause of 10 or 15 seconds, it sets the alarm. Other times, though, it just silently fails.

It used to understand this specific direction much more quickly and reliably. This happened tonight when my iPhone 7 (IOS 11.3) was right next to it so distance doesn't appear to be a factor.  I have a first generation watch (A1554) and I'm running WatchOS 4.0.  Twice a week I need to get up at 7:00 a.m. so I use this feature frequently. I'm having a similar problem with telling the watch to set a specific timer, e.g. "Set timer for ten minutes." I've taken to telling Siri through my iPhone to set alarms and timers. i'd rather use my watch.

 

Any suggestions? I don't understand why something that used to work so well is now not working well.
