Our iMac using the system Sierra 10.12.6 with a 27" screen is showing a graphic over the entire screen and all files, open or closed.  At first it was freezing as well, but I did a 'safe' start-up and we now have access to the system and functions but there are still unwanted coloured vertical stripes all over the desktop and you can't see what you are doing properly. I tried the Utility Disk Repair, but it did not detect the problem.  The first manifestation was a pattern of tiny little coloured snowflakes all over the screen.  We shut it down and restarted, and on about the third effort the overlying pattern turned to broad vertical coloured stripes.  I tried to get a 'Grab' screenshot of the problem to include here to show what it looks like, but it only captured the correct background photo on the screen and not the problem lines over the top of it!  Uncanny!  We have used Macs since they were first sold and I have never seen this before.
