Cant use my ipad now after ios 11

I bought an used ipad air 2.5 years ago which i found out that it was unlocked by hardware. Everything was ok I set it up as a new ipad with apple id and password and i could update it as normal,  now the new ios 11 came out and i updated it by restoring and when i turn it on it says that it can not be activated, also in itunes it says can not be activated because activation information was invalid,it doesnt ask me to enter the apple id and pass. Why apple  prevent me from buying a cracked iPad before but it releases the update now? I paid 400$for this ipad what can i do with it now? Is just a brick.
