How to finish setting up iOS 11.0.3 without a p...

My brothers IPad has updates and requires a passcode to finish setting up iOS 11.0.3 however the IPad never had a passcode to begin with, what do I do. 

If you were paying attention it asks you to provide a new passcode. It isn't asking for an existing passcode.

It actually says “IPad requires your passcode after restarting” it says nothing about creating a new passcode

I know what it's asking for. I just upgraded mine. Enter a passcode, then it will ask you to confirm it.
