Apple ID has been disabled

I keep getting "Your Apple ID has been disabled"

Not for "security reasons" just that it's disabled. I've been looking around for an answer on what to do - but everything I've found doesn't seem to work. I've changed my password, I've reset my security questions. I just don't know.

 

Any more suggestions? Even if it's just directing me to another post or something. Doesn't matter, any help is much appreciated.

It looks like that is the standard reply for this question, yet.....  it doesn't work.  I too have tried all the steps listed and have had no luck.  Still keeps popping up "your apple id is disabled".  very frustrating.  May just have to lose all my information in the cloud and the products purchased from the store.  Not worth this headache, 3 days looking for help and no answers to correct the issue.
