How to unlock iphone activation lock?

You can't. It's an anti-theft measure. Apple can unlock it, but will only do it if you have a valid purchase invoice for that iPhone's serial number.

To expand on what Kurt Lang said, if you bought a used device only the previous owner can unlock it and Apple will not help you find the previous owner.  See the "If you bought the device from someone else" section in:

Turn off Find My iPhone Activation Lock - Apple Support

If the previous owner can not or will not unlock the device for you then try to get a refund, turn it over to the authorities, or dispose of the device properly.  The device is useless to you or anyone else.
