Charged again for App Bundle

Why am I charged full price for the app bundle even if I already purchased all the apps included in that bundle in the new iOS 11 app store?  In iOS 10 the app bundles were marked as Purchased but not in iOS 11?  Why is the new iOS 11 app store not detecting the previously purchased apps and still charging me when I click on the app bundle price and touching the Touch ID button?
