Number of active accounts are activated on iPho...

My iPhone won't let me sign in on my icloud . I forgot my old apple id password & I don't have access to old info anymore to get my password back so I made a new apple id but now it won't let me use that to sign in it says something about the number of active accounts

Perhaps Demo's answer to this question will help:

the maximum number of free accounts have been activated on this phone
