ICloud Drive on laptop filling up hard drive

My 500GB hard drive on my MacBook pro appears to be full and when I look at the detail it says iCloud Drive has 258GB of data on it on my hard drive.

I am a bit confused as I was under the impression that iCloud Drive kept things free on the hard drive

When I check iCloud Drive itself on my phone and iPad it only appears to have 15 GB on it

How do I free up my hard drive and get things am not using regularly in to iCloud Drive ?
