how can i cancel a purchase ?

I cant remove my debit card from Apple ID/ I used to live in USA couple months, and put my American debit card in Apple ID. When i come back to my country, to Ukraine. I realized that I cant switch my country/region at this time. I couldnt understand why.Then i checked my subscriptions. And found out that i have an app, for what i need a pay. But i didnt want to buy it! i canceled my subscription, but it's still exist in my phone and ask money for that. I tried to report the problem with this purchase, but it says. we cannot send a report. Whats the problem?
