iCloud music library will not turn on.

I accidentally turned off iCloud Music Library on my iPhone and I've been unable to turn it back on.  Over the last couple of days I've tried everything even doing a backup and restore and I still can't get it to turn on.

When I turn it on it will sit idle for a period of time and I will ultimately get the following message:

iCloud Music Library couldn't be enabled.

Your iCloud Music Library is temporarily unavailable.  Try enabling it again later in Settings.

If I go into Music when and Playlists after turning it on I see the spinning circle and a message saying: LOADING PLAYLISTS but it dies.

I've been issues turning this on for  a while and it has caught after several tries but this time nothing.
