Need to downgrade an ipad from ios11 to 10.3.x

Hi,

Despite numerous warnings, one of my users upgraded their ipad to ios11. Now, a core app doesn't work - still waiting for the vendor to resolve - so we need to downgrade it. There are multiple instructions out there... However, I understand Apple is now no longer approving the older releases, and so iTunes won't verify the update, and thus won't put it onto the ipad.

So, how can we downgrade an ipad in this state?
