How do I activate SMS messages on my iPad?

Take a look at the information in this support document. Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support

You will need to have both devices logged in with the same Apple ID, and then check settings in Messages for Text Message forwarding. There is a section in the support document for SMS.
