iPhone 6s Music Syncing Issues With iTunes 12.7

I have a 64 GB iPhone 6s on iOS 11.1. I wanted to sync some music from my iTunes library to my phone, but even though I have selected to have only a small portion of the library synced, iTunes keeps trying to add 3,566 songs to my phone and then saying its over capacity. I finally caved and deleted some apps and music from the phone to free up device space, and iTunes said that it had synced, but none of the transferred music is showing up in the music app. Is this a bug with iOS or iTunes or what? Is anyone else having this issue?
