music library icloud unavailable

Hello ,

i have a trouble with i tunes , ,somebody can help me  ?  I'm on el Capitan version 10.11.6  and I TUNES 12.7.0.166 and the assistance refuse to fix the problem because my computer is too old (imac 20pouces MI 2007 with SSD) and this computer works very fine .

And I am slightly disappointed because I pay for my music I pay for the cloud and It is a soft trouble and not a computer . It is Apple responsability  .And if this desagrement persist ,I'll  stop to pay .
