Apple Watch Series 3 LTE wont turn on

My Apple Watch 3 does not connect to LTE unless I toggle Airplane mode on then off. I have all current updates.

Keep in mind that Apple Watch Series 3 (GPS + Cellular) models only use their built-in cellular feature if they cannot connect either to the paired iPhone via Bluetooth or, as a fallback, to a compatible Wi-Fi network:

 

If I were to turn the WiFi off in my house and turn my phone off, my Watch will only connect to LTE if I toggle airplane mode on/off or reset it. It would say “disconnected” until I did either of those steps. It SHOULD automatically connect to LTE if there is no WiFi to connect to.
