I can’t see an option for instant markup ...

I only seem to be able to access the instant markup option if I take a screen grab and then tap on the pip in the bottom left hand corner. I want to markup a picture or a web page but i do not get the option from the share call out box. Any ideas how to do this or fix it will be gratefully received!

You can’t markup a web page unless you take a screenshot of it.

To markup a picture, open it in Photos app, tap to make it full size, tap on Edit then on the More ( ... ) tool and select Markup.
