I can't access my files that are on iCloud

I have two laptops.  I was using iCloud drive on both.  When I started using both it created multiple desktop folders and I probably moved one on one laptop or renamed one, or something.  I don't understand how iCloud works so I can only say that through a series of interactions I'm now in a state where I simply can't get to my data.  I go to iCloud.com and see the top level folder I'm interested in.  (its pretty much the Desktop on the second laptop -- although its possible then files and folders from the first desktop migrated over to it during the last few months) . but i see the folders I want on iCloud.  but I am locked out from my own data.  When I sync the first macbook to iCloud drive I don't see any of this data in Desktop or Documents.  It doesn't create a new folders.  It doesn't show me any loading indications or any signs of processing.  I don't see the data in iCloud/.. in finder.  I'm signed into the same iCloud account on both macbooks.  I have restarted both computers, logged in / out of iCloud.  unconnected and reconnected in system preferences.  I've spent the entire day now not getting anything done.  I want to get my data off iCloud.com where I can work on it as soon as possible and never even think about iCloud drive again.
