Persistent Health Data

I've been struggling with removing Health Data from my phone. Health is currently taking up 4.27GB. I have removed all apps that send data to Health, opting to also delete all data on the phone from that app. This will get the Health App down to under 500k in size. Once the phone is restarted, Health bounces back up to  4.27gb or higher. I have repeated that process upwards of ten times.

I have also done a full factory wipe without restoring a backup. I turned off the Health data from going to iCloud and ran a new backup to iCloud as to clear all data there, just in case it was leaking in that way. Despite all this, as soon as I log in to my Apple ID, or restart the phone, the data finds its way back.

It's not so important that it takes up 5gb of space on my personal phone, that one is 256gb. However my phone for work is a 16gb 6 plus. Having 25% of the memory taken up by Health is pretty ridiculous.
