Apple Pencil doesn’t work with Instant Markup pdfs / notes

I have watched a few tutorials and can’t get the pencil to open a note on lock screen. It also doesn’t work on PDFs.

It works ok on screenshots, but only as soon as you take them. You can’t go back to a previous screenshot and mark it up.

All settings match tutorials.

Has as anyone else had this problem? Does anyone know how to fix it?
