IPad stuck in infinite loop after IOS 11.0.2 up...

I downloaded the IOS 11.0.2 update, but my iPad Air 2 is now stuck in some Groundhog Day/infinite loop situation:

1) Lock screen displays:

SOFTWARE UPDATE

Press home to finish setting up iOS 11.0.2

2) <Enter passcode>

3) Update Completed

Your iPad was updated successfully. There are just a few more steps to follow, and then you're done!

3) <Enter Apple ID>

4) "Updating iCloud settings..." (shows turning wheel icon)

5) Screen goes back into Lock Screen display (step 1)

Has anyone else encountered this? Hard-restarting the device does not help.
