Brand new Dell computer, 3656 8gb ram  1TB hard drive, Windows 10 with new ITunes program, tried to import a homemade mp3 cd and it reads the cd and plays the music on it, but there is no way to copy or import it.

Thanks for asking the Apple Support Communities for help importing your CD to iTunes. This help article has the procedure to do this:

If the disc in question contains MP3s, you'd import them just the same as any other MP3 on your computer, as detailed here:
