iPad Pro 12.9 unable to check for update

Checked other questions but I am not sure is the same problem. Just purchased an IPad Pro 12.9 256 Wi-fi from an Apple Store in DC, whenever I try to update it says that is "Unable to Check for Update".

I try every combination I could think of the following: 1- new/clean Instal/icloud account1/iCloud account2 etc. 2- Tried different wifi networks, changed DNS to public DNS, then to Google DNSs (which are public), 3- then through a VPN tunnel, hotel wifi with sing up wall, on a Starbucks, on a friends home, on a client offices, on a open network, sharing data from my phone, etc. 3- Restarted, restored, resented, erased settings, erased wifi settings...

I do not have another computer with me, so iTunes is out of the question. I need to work, I purchase this iPad Pro as a test, to see if we could just use virutal machines, and leave the MacBooks pro at home. Still, I do not blame apple, but inst this machines suppose to come with iOS 11 by now?  I should have though this through before jumping on a plane without a plan B, I am traveling overseas, and will be for about 60 days (such is life in this line of work).

Any thought on something else I should try?

UPDATE - Fixed

It occurred to me that that using my iPhone as a personal hotspot would discard, trust issues (although that was the reason I decided to try I have no idea if that was in fact the case). Any how it fixed the issue, I will try to figure out why and update if I find a solution.

Once it it detected the update, I decided not to kill my local plan downloading it. But at least now I know I can update.
