Signed in and out of account on PC, library is ...

I was uploading mp3 files from my desktop PC to my iTunes library that is synced with iCloud on my phone and my laptop and was experiencing problems in the waiting time it took to upload the songs to my Music Library, it was taking a lot longer than normal. So I read up online and saw one suggestion about logging out of your Account on your iTunes player on your PC to reset and hopefully fix the above problem. I did this and logged back in and realized that the iCloud Music Library checkbox under Edit -> Preferences -> General was now unchecked and my Library is now gone and the screen where my library should be is blank. I thought all I had to do to get it back was check the iCloud Music Library box again and it would restore itself. Once I did this the spinning circle rectangle in the upper right hand corner appeared first saying "Accessing iCloud Music Library..." and then saying "Waiting to upload songs..." and now it's been stuck like this for a long time. Not sure what to do, but am thankful that my library still appears on my phone and my laptop, but now my PC won't display it. Help.
