Decryption of External Drive Slow When Mac Mini...

While decrypting an external hard drive, I monitored the data rate.  While I was using the Mac the speed was reasonable for the gear (Sierra 10.12.6, Mac Mini 2012, USB 3.0, spinning rust 4TB);  > 40MB/Sec using Activity Monitor - Disk.   When I wasn't using the computer, the speed dropped to around 3 MB/Sec.   I also checked with a "diskutil cs list" command and the conversion progress definitely slows when the computer is idle.

The computer has all screen save, sleep, energy conservation, session locks and other timeouts disabled and is plugged into AC power. No other software consuming any significant cpu. No change to the behavior and it is repeatable.   The decryption slows down about 4-5 minutes after the computer goes idle to external input.  Just moving the mouse or pressing a key and it speeds up right away.

 

Any thoughts as to whether this is "normal" or if there is a way to keep the machine busy with respect to the decryption process?
