Hotspot failure ipad (ios11)

I have upgrade my ipad pro (2016) and iphone 7 to ios11 and cant hotspot any more. I keep getting the following error "Remote hotspot failure unable to start personal hotspot". I have restarted my iphone and changed the name of my iphone but nothing works?

reset network settings on my iphone and it fixed the problem
