How much quota does each operation consume
Quota consumption for one operation = Quota granularity for this operation * Weighted Value of this operation；
1) One operation means one API call.
2) Quota granularity: The quota granularity for different types of operation. For example, the quota granularity of the operation to update campaigns through one API call equals to the number of the campaigns updated successfully, while the quota granularity of the operation for placement targeting is 1.
3) Weighted Value: the weighted value for different types of operation. The current weighted value of most operations are nearly 1.
