HOW DO YOU SHARE ICLOUD STORAGE IN YOUR FAMILY?

With High Sierra and ios11 Apple talks about updating storage and share within family 200 or 2TB. Not sure how to do this. Please advise!

Under SHARED FEATURES there should be an option to enable sharing of iCloud Storage.
